The federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. The GIZ supports the German Government activities in Ukraine in achieving its development-policy objectives. It provides viable, forward-looking solutions for political, economic, ecological and social development. Its corporate objective is to improve people’s living conditions on a sustainable basis. The core competency is capacity development.

The GIZ has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to implement the project “Strengthening host communities in Ukrain to host internally displaced people” within the Initiatives of the Infrastructure Programme for Ukraine (IIPU). Project goal is the improvement of service provision to local population by the state authorities and civil society organizations in Kharkiv, Dnipropetrovsk and Zaporizhia Oblasts in municipalities hosting IDPs.

To reach this goal, numerous capacity-building measures for municipal authorities and NGOs are planned and will be conducted until 2019

Area of responsibilities
The technical professional is responsible for

- implementing daily operational aspects related to the programme’s work in municipal support
- maintaining of a good flow of communication and information between all involved institutions and counterparts, in particular with the respective municipalities
- ensuring that all formal requirements of GIZ are met during any kind of work done in and for the programme


- Management and coordination

The technical professional

- helps to identify the needs of partner institutions, in particular the respective municipalities and NGOs
- coordinates and assists in preparing, conducting and monitoring of the selected projects in the field of capacity development of municipalities and communities hosting IDPs
- assists national and international advisers in carrying out their work in improving the capacities of hosting communities and NGOs
- assists in preparation, processing and monitoring of the contracts with local partners
- assists the project with all necessary organisational and management tasks relating to the assigned tasks and responsibilities
- regularly consults with the GIZ advisor and head of programme responsible for the contract and cooperation on all project activities

- Communication and networking

The technical professional

- establishes and maintains contact with all important stakeholders, in particular with the respective municipalities and NGOs
- provides technical assistance to local and international experts as well as towards staff of the partner institutions
- ensures knowledge management: collects, processes and distributes relevant information, monitors communication and interaction between the partner institutions and other related stakeholders from the public and the private sector as well as GIZ through analyses of the media, direct dialogue, participation in meetings and seminars etc.

Required qualifications, competences and experience
The technical professional has

- a university degree in the area political science, law or other fields that are related to the project/programme objectives (BA, B.Sc or higher)

Professional experience
The technical professional has

- at least 5 years of relevant professional experience in the public sector or in related areas
- working knowledge of the structures of public administration in the Ukraine- preferably in geographic region relevant for this assignment
- working knowledge of administrative processes and procedures of decision making on municipal and oblast level

- knowledge of procurement and contracting procedures of the German Development Cooperation (GIZ) is an advantage

Personal competences

- good communicator and team-player
- willingness to upskill as required by the dynamic of the tasks to be performed
- ability to work under stressful conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds, result-oriented, friendly personality well organised and motivated
- Willingness to travel within and outside Kharkiv Oblast

Technical skills

- good computer literacy (e.g. MS Office)
- good presentation and negotiation skills
- used to work self-responsible as a member of the team
- strong managerial and organisational competence
- fluent knowledge of Ukrainian, Russian and English; German is an asset

Assignment: Starting as of August 15th, 2017; 16 months contract
