Position Summary
The Grants Officer will support the effective implementation of the USAID-funded Rehab4U subgrant program by assisting in the full grant lifecycle — from solicitation through closeout. Working under the supervision of the Grants Manager, the Grants Officer will coordinate solicitation processes, conduct applicant due diligence and risk assessments, support agreement negotiation and onboarding, facilitate post-award monitoring, and help ensure compliance with donor regulations and internal policies. The Grants Officer will also contribute to capacity building efforts and collaborate with technical and operations teams to provide continuous support to subgrantees.

Expected Duties and Responsibilities
1. Grant Solicitation & Selection
- Support the development and dissemination of Requests for Applications (RFAs) and other solicitation documents.
- Coordinate communications with applicants during the solicitation and selection phases, including tracking inquiries and preparing responses in collaboration with the technical team.
- Conduct initial applicant screening, due diligence, and risk assessments; collect supporting documentation (e.g., registration, governance, HR policies).
- Organize and document the work of the Application Review Committee (ARC), including evaluation scoring and conflict-of-interest screening.
- Ensure accurate recordkeeping and compliance with documentation standards during the selection process.
2. Pre-Award & Implementation Support
- Assist in preparing complete subgrant award packages for internal review and submission to the donor.
- Draft subgrant agreements using approved templates in coordination with the Grants Manager.
- Maintain and regularly update the grants tracking system to document milestones, disbursements, and deliverables.
- Act as the primary point of contact for subgrantees regarding administrative matters, timelines, deliverables, and reporting requirements.
- Ensure onboarding of subgrantees and timely communication of grant conditions.
3. Monitoring, Reporting & Closeout
- Coordinate with the Grants Manager to support ongoing monitoring of subgrantee performance and compliance, including site visits when required.
- Track and ensure timely submission of narrative and financial reports; review submissions for completeness and flag issues for follow-up.
- Support closeout processes by collecting and verifying all required documentation, ensuring proper archiving and compliance with USAID and MWH policies.
4. Capacity Building & Process Improvement
- Participate in the development of tools and resources to support subgrantee compliance, reporting, and monitoring.
- Help organize and deliver capacity-building activities for subgrantees, particularly around compliance, documentation, and performance reporting.
- Provide input into improvements of the subgrant management cycle and identify opportunities to streamline grant administration processes.
5. Cross-Team Collaboration & Reporting
- Collaborate with finance, MEL, and technical teams to ensure aligned support to subgrantees.
- Contribute to the preparation of internal and donor-facing grant reports and updates.
- Escalate potential risks or compliance concerns to the Grants Manager and Director of Finance and Grants Management.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor’s degree in public administration, development studies, finance, or a related field.
- Minimum of 2 years of relevant experience in grant management, project coordination, or donor-funded programming.
- Familiarity with USAID grant mechanisms and compliance requirements strongly preferred.
- Knowledge of Ukraine’s nonprofit legal framework and registration processes.
- Excellent organizational, communication, and time management skills.
- Proficiency in Microsoft Office and digital grant tracking tools.
- Fluency in Ukrainian; working knowledge of English is required.
Preferred Qualifications
- Prior experience supporting local NGOs or CSOs in grant implementation.
- Familiarity with grant tools such as application templates, risk screening forms, and due diligence checklists.
- Experience supporting USAID or other donor-funded programs, particularly in compliance and monitoring.
