Job Overview/Summary
The Senior Supply Chain Coordinator (SSCC) is a member of the Extended Senior Management Team (ESMT) and plays a major role in supporting the leadership of the Ukraine Country Program. The SSCC oversees the Supply Chain, Information Technology (IT), and Administration departments, ensuring they are responsive to programmatic needs, aligned with IRC standards and donor requirements, and operate efficiently across all IRC offices in Ukraine. This role ensures strategic leadership, technical guidance, and capacity building to decentralized operational teams and supports field teams in delivering quality programs through effective and compliant support services.

The preferred candidate will have excellent leadership, people management, and negotiation skills, as well as a demonstrated ability to develop collaborative teams in a multi-ethnic context that requires cultural sensitivity. This role ensures strategic leadership, technical guidance, and capacity building to decentralized operational teams and supports field teams in delivering quality programs through effective and compliant support services.
Major Responsibilities
- Strategic Planning:
- As a member of the Extended Senior Management Team (ESMT), the SSCC provides input into the development of the Ukraine Country Program Strategy Action Plan (SAP) and SAP Implementation Plan (SAP-IP) in and supports the delivery of strategic goals.
- Lead continuous assessments of the Ukraine CP’s operational setup and implement strategic improvements across Supply Chain, Admin, and IT functions.
- Ensure that operational departments are aligned with country objectives and IRC’s strategic action plan.
- Participate actively in the development of operational components of proposals and country budgets, including supply plans and budget narratives.
- Identify risks and develop mitigation plans to ensure continuity and resilience of operations in Ukraine, especially under volatile conditions.
- Work with the regional and global teams to ensure that Ukraine CP is compliant with IRC operational policies and donor guidelines.
- Supply Chain Operations and Compliance
- Oversee the execution and monitoring of all supply chain functions, including procurement, logistics, warehousing, fleet, and asset management.
- Ensure robust internal controls and compliance mechanisms are in place and functional across all locations.
- Conduct operational reviews and field visits to assess quality, identify gaps, and ensure corrective measures are implemented.
- Lead the rollout and optimization of Integra ERP system, including training and troubleshooting in coordination with global support teams.
- Participate in program discussions, strategic priorities and reviews at field and country level.
- Provide oversight for the pharmaceutical and health-related supply chain, ensuring compliance with quality standards, donor regulations, and local laws. This includes procurement, storage, and distribution of medical supplies and pharmaceuticals aligned with Good Distribution Practices (GDP) and IRC policies
- Procurement and Vendor Management
- Ensure effective, timely, and transparent procurement processes aligned with IRC policies and donor regulations.
- Establish and monitor vendor management systems, including framework agreements and supplier evaluations.
- Asset, Inventory, and Warehouse Management
- Oversee the management of IRC assets, inventory, and warehouse operations in accordance with IRC standards.
- Ensure accurate recordkeeping, reporting, and disposal of assets.
- Conduct regular physical verifications and implement the best warehouse practices for security and safety.
- Ensure proper cold chain management and secure storage of medical inventory in coordination with relevant technical teams.
- Fleet and Transport Management
- Supervise transport operations and ensure efficient use of IRC fleet resources, including vehicle tracking and fuel monitoring systems.
- Ensure safe driving practices and contract compliance for IRC drivers and transport vendors.
- IT and Administration Oversight
- Supervise the IT team and ensure smooth functioning of IRC’s digital infrastructure and connectivity.
- Ensure administrative systems and facilities management are operating efficiently and meeting staff needs.
- Support the Admin team in maintaining guesthouse management, office leases, utilities, and service contracts.
- Team Leadership and Capacity Building
- Lead recruitment, onboarding, and development of Supply Chain, Admin, and IT staff.
- Conduct regular coaching, mentoring, and performance reviews for direct reports.
- Promote a culture of high performance, accountability, and continuous learning within the support departments.
- Design and deliver training sessions and capacity-building initiatives for Supply Chain team members to strengthen operational knowledge and compliance across the Country Program.
- Coordination and Representation
- Represent IRC Ukraine Operations in coordination forums, logistics clusters, and with local authorities as needed.
- Maintain effective working relationships with programs, finance, HR, and field teams.
- Collaborate with IRC global and regional operational teams to share learning and ensure alignment.
- Partnerships and Localization
- Support operational assessments of IRC partners and lead operational capacity building efforts.
- Work with the Partnerships team to ensure that partner support plans are implemented and monitored.
- Position reports to: Deputy Director of Field Management (DDFM)
- Technical reports to: Regional Supply Chain Director (RSCD)
- Position directly supervises: Supply Chain Manager (x3), Fleet Manager, Procurement Manager, Admin Manager, IT Manager.
- Key Relationships: Country Director, Grants Coordinator, Deputy Director of Finance, Deputy Director of People and Culture, Deputy Director of Programs, and Program Coordinators (Health, Protection, and Early Recover & development).
The preferred candidate will have excellent leadership, people management, and negotiation skills, as well as a demonstrated ability to develop collaborative teams in a multi-ethnic context that requires cultural sensitivity. We are looking for someone with the ability to think strategically and to prioritize and meet goals in a timely manner while working in a complex environment.
- High degree in Supply Chain, Logistics, Business Management, or equivalent preferred.
- Experience working in complex settings supporting operations teams, particularly in Management of Supply Chain, Admin, and IT.
- Demonstrated experience of remote management including but not limited to the provision of technical support and the delivery of staff training on a remote basis.
- Experience managing USAID/BHA, ECHO, FCDO, EU, and UN funded projects an advantage.
- Ability to handle sensitive situations diplomatically with strong interpersonal and communication skills.
- Able to work effectively in a highly matrixed structure
- Strong financial management and budgeting skills
- Excellent training and coaching ability
- Ability to travel to remote field offices.
- Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint.
- Fluency in English is required, while Ukrainian is an asset.
- Travel: to field sites in Ukraine.
