Head of HR, Ukraine
Hybrid | Kyiv, Ukraine (2–3 office days per week)
VBET is looking for a strategic and resilient HR leader to head the HR function in Ukraine.
This role combines full ownership of the Ukrainian HR agenda with active participation in cross-functional international projects, offering the opportunity to shape people strategy in a fast-changing and high-impact environment.

Key Responsibilities:
Organizational Strategy & Compliance
- Design and maintain an agile organizational structure aligned with business priorities and market dynamics
- Develop and execute HR action plans for unstable or rapidly changing environments, including retention, workforce planning, and change management initiatives
- Ensure full compliance with Ukrainian labor legislation and oversee personnel administration processes
- Organize and supervise military registration and accounting processes in line with current legal requirements
Leadership & People Management
- Lead the HR department (10+ team members), setting priorities, driving performance, and supporting team development
- Partner with business leaders and department heads to strengthen management effectiveness and team performance
- Act as a trusted advisor on organizational development, employee engagement, and people-related decisions
Compensation, Motivation & HR Operations
- Monitor labor market trends and manage compensation & benefits practices
- Develop and improve systems of financial and non-financial employee motivation
- Oversee and coordinate core HR processes across the organization
- Create and maintain HR policies, regulations, and internal governance documentation
- Manage and control the HR budget and related analytics
Ideal Candidate Profile
- 5+ years of HR experience, including at least 3 years in a leadership role
- Proven experience managing HR functions in fast-changing, кризових або нестабільних умовах
- Experience leading and developing HR teams of 10+ specialists
- Strong knowledge of performance management methodologies, including KPIs and OKRs
- Hands-on experience with HR budgeting and workforce planning
- Strong leadership, communication, and stakeholder management skills
- Upper-Intermediate English and native Ukrainian proficiency
