Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Security Manager to lead the program’s security operations, including developing and implementing security strategies, policies, procedures, and protocols. The Security Manager will be responsible for ensuring compliance with local laws and regulations, as well as Tetra Tech policies, directives, and procedures, while overseeing the program’s safety, security, and logistics functions. This individual will play a key role in implementing safety and security arrangements for local and international staff based in Ukraine, as well as staff traveling to and from Ukraine. This position will report to the Deputy Chief of Party - Operations. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions
- Develop, improve, and implement security policies and procedures, including emergency preparedness plans, to protect company employees and assets
- Conduct regular safety drills and assessments, threat analyses, and security audits to ensure readiness in emergencies by identifying and mitigating potential risks
- Investigate all security incidents in a timely manner, propose solutions, and maintain relevant records
- Oversee and inspect the physical security of facilities (office building, expat staff accommodations), access, and alarm systems, and organize the visitor management system
- Manage travel and transportation for staff and visitors before, during, and after travel to Ukraine:
- Assess and manage travel risks and provide pre-departure security briefings
- Establish security measures and propose itineraries for domestic and regional travel
- Oversee security and logistics support in accordance with security policies, protocols, and best practices
- Provide timely tracking and support to all staff during their business travel
- Develop, implement, and maintain the telecommunication and mobile device security policy
- Manage and conduct daily checks of employees’ current status and locations
- Manage and provide weekly security reports
- Serve as primary point of contact for third-party security subcontractors
- Serve as primary point of contact for security and emergency situations and as adviser for staff on all safety and security requirements (including first aid kits and grab bags)
- Serve as point of contact for real estate agents and landlords on behalf of expatriate staff
- Check the timely response of all employees during air alerts while in the office and ensure their prompt access to the shelter
- Implement and maintain office fire safety, provide recommendations for the best fire safety equipment, maintain documentation, and manage onboarding briefings and fire safety training for staff as required by regulatory bodies
- Draft and organize security-related documentation according to Tetra Tech policies and local government legislation
- Supervise and manage the Safety & Logistics Assistant and drivers providing guidance, support, and performance feedback
Required Qualifications
- Bachelor’s degree in law, human resources, security management, public administration, business administration, risk management, or other relevant field
- Minimum of five years of relevant experience in safety and security management
- Demonstrated experience working on internationally funded projects in conflict-affected areas
- Demonstrated and in-depth knowledge of risk assessment with hands-on experience in managing security processes, best practices, and policies
- Highly motivated, energetic, and independent, with strong duty-of-care orientation and problem-solving skills
- Organized, with keen attention to detail and ability to prioritize multiple responsibilities
- Flexible and collaborative with strong communication, leadership, and interpersonal skills
- High level of integrity and professionalism with critical thinking skills and the ability to handle sensitive information with discretion
- Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
- Fluency in Ukrainian and full proficiency in English
- Master’s degree in law, human resources, security management, public administration, business administration, risk management, or other relevant field
- Experience on projects funded by the U.S. Government or other donors
- Military service in Armed Forces of Ukraine
- Certification in safety and security
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
- Travel requirements: N/A
- Line management responsibility: One Safety & Logistics Assistant and two Drivers
