The project “Livelihood+: Economic integration of IDPs and persons affected by war” aims to improve the socio-economic integration and resilience of IDPs, returnees and host communities by fostering community solidarity and facilitating sustainable employment in Chernihivska, Kyivska, and Sumska oblasts. The Project supports vulnerable populations through skills development, vocational training, employment promotion, and economic inclusion interventions. As part of ongoing learning and accountability efforts, IOM seeks to conduct a consolidated assessment of the impact of vocational training activities implemented under the project. The assessment will synthesize existing evidence and generate lessons learned regarding training relevance, beneficiary outcomes, labour market alignment, implementation approaches, and opportunities for future programming. The findings will contribute to strategic planning, donor reporting, knowledge management, and the design of future livelihoods interventions.

Tasks To Be Performed Under This Assignment
- Review and analyze all available quantitative and qualitative project data related to vocational training activities, including:
- Progress trackers;
- Monitoring and evaluation data;
- Vocational training consultants’ reports;
- Beneficiary assessment (feedback and satisfaction) data;
- Relevant project reports and supporting documentation.
- Conduct an assessment of the relevance of vocational training courses in relation to beneficiaries’ needs and labour market opportunities, their impact on beneficiaries’ livelihood opportunities including employment or self-employment.
- Analyze reported outcomes related to skills acquisition, employment opportunities, self-employment, income generation, and economic participation across different beneficiary groups (women, IDPs, persons with disabilities).
- Identify trends, patterns, and lessons learned across different vocational training interventions.
- Identify the activities implementation strengths, challenges, and areas for improvement.
- Assess factors that facilitated or hindered successful training completion and post-training outcomes.
- Review the extent to which vocational training interventions contributed to project objectives and beneficiary resilience.
- Identify good practices, successful approaches, and illustrative case examples.
- Develop evidence-based recommendations for future livelihoods, vocational training, and economic empowerment programming.
- Prepare and present findings to IOM through written products and a presentation.
- Incorporate feedback received from IOM and finalize all deliverables.
- Perform such other duties as may be assigned.
Deliverable 1 by 10 October 2026
- Developed outcomes assessment methodology, based on analysis of the existing data from all reports and assessments.
- Drafted and approved assessment questionnaire based on the data gaps and outcomes.
- Conducted assessment with a sample of beneficiaries.
- Drafted summary assessment report (approximately 20 pages, excluding annexes).
- Drafted Executive Summary (1 page).
- Drafted Research Brief (approximately 2 pages) in Ukrainian.
- Drafted PowerPoint Presentation in IOM template (approximately 15 slides) summarizing key findings, conclusions, lessons learned, and recommendations.
- Final Consolidated Assessment Report incorporating IOM comments and revisions.
- Final Research Brief.
- Final PowerPoint Presentation in IOM template.
- All deliverables finalized, quality assured, approved, and ready for translation, publication, dissemination, and presentation.
Education, Experience And/or Skills Required
- Bachelor’s degree or higher in economics, development studies, public administration, social sciences, statistics, monitoring and evaluation, labour market studies, or another relevant field from an accredited academic institution.
- At least three years of relevant professional experience in research, assessments, programme evaluation, labour market analysis, livelihoods programming, monitoring and evaluation, or related fields.
- Demonstrated experience in analyzing qualitative and quantitative datasets.
- Experience preparing analytical reports, assessments, evaluations, and donor-facing knowledge products.
- Strong analytical, report-writing, and presentation skills.
- Experience working with livelihoods, vocational training, workforce development, economic empowerment, or employment programmes is highly desirable.
- Familiarity with the Ukrainian socio-economic and labour market context is an asset.
- Excellent command of Ukrainian is required. Proficiency in English is an asset.

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
