Tetra Tech is providing energy expertise and related technical and material assistance to the Government of Ukraine. This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks an Administration Specialist to provide day-to-day administrative and operational support to ensure the efficient and effective implementation of program activities in Ukraine. The Administration Specialist will support office administration, document management, logistics, procurement processes, and the coordination of meetings, travel, and other program activities. They will play an important role in maintaining an efficient, well-organized, and productive office environment. This position will report to the Administration Manager. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions
- Manage office supplies, including tracking office supply inventory and placing orders as necessary
- Manage the registration of incoming and outgoing correspondence
- Coordinate postage, courier services, and document exchange between the home office, program office, employees, vendors, clients, and other relevant parties
- Collect, organize, and file original supporting and payment documentation
- Arrange travel logistics, transportation, and accommodation reservations
- Organize and coordinate internal and external meetings, workshops, trainings, and other program events
- Support the Administration Manager in identifying opportunities to improve administrative processes and procedures and recommend appropriate changes
- Prepare, format, organize, and maintain administrative documents, correspondence, and reports
- Conduct administrative orientation during the onboarding of new program staff
- Provide administrative support for relevant procurement processes
- Ensure compliance with program administrative policies and procedures
- Maintain a clean, healthy, and organized office workspace
Required Qualifications
- Bachelor’s degree in business administration, public administration, management, finance, or another relevant field
- Minimum of three years of administrative or operations experience
- Demonstrated experience supporting office administration, logistics, document management, and/or operational processes
- Strong organizational and time-management skills, with keen attention to detail and the ability to prioritize multiple responsibilities
- Strong written and verbal communication skills
- Flexible, proactive, and service-oriented approach to work, with strong interpersonal and problem-solving skills
- Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
- Fluency in Ukrainian and full proficiency in English
- Master’s degree in business administration, public administration, management, finance, or another relevant field
- Experience on projects funded by the U.S. Government or other donors
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
