Mission and objectives

The United Nations Mine Action Service (UNMAS) works to protect civilians, enable humanitarian access, and support peace and development through coordinated and standards-based mine action.

In Ukraine, UNMAS provides advisory and project support to strengthen nationally owned mine action coordination, quality management, information management, training, reporting and operational coherence.

Context

This assignment is part of the UNMAS Ukraine Programme and a time-bound project financed through the Multi-Partner Trust Fund / Ukraine Community Recovery Fund.

The project supports Ukrainian national mine action authorities and institutions in strengthening coordination, prioritisation, quality management, information management, training, reporting and evidence-based decision-making.

The International UN Volunteer Expert will be based in Kyiv and provide expert support across the UNMAS Ukraine portfolio and related donor-funded activities. The role combines programme reporting, quality assurance, results-based management, coordination and knowledge management, while also strengthening the capacity of national staff through mentoring and transfer of programme management skills.

Key counterparts include Ukrainian national mine action institutions, the UN Resident Coordinator’s Office, UN entities, implementing partners, donors and other stakeholders supporting mine action, recovery and national capacity development in Ukraine.

Key responsibilities

1) Reporting, proposals and quality assurance

  • Lead drafting, editing and quality assurance of project reports, proposals, concept notes, briefing notes and programme presentations.
  • Ensure products are accurate, consistent and compliant with UN, UNMAS and donor requirements.
  • Coordinate and consolidate substantive inputs from UNMAS personnel, national counterparts, UN entities, implementing partners and donors.
  • Identify information gaps and follow up to ensure timely completion of reporting products.

2) Results-based management and programme monitoring

  • Support improved application of results-based management approaches and tools.
  • Review indicators, supporting evidence, risks, assumptions and implementation progress.
  • Identify incomplete, inconsistent or delayed information and advise on corrective action.
  • Maintain workplans, results and indicator trackers, action logs, reporting calendars, risk registers and decision logs.

3) Knowledge management and institutional learning

  • Develop and improve reporting templates, quality-assurance tools, guidance notes and document-control processes.
  • Coordinate collection and organisation of lessons learned, good practices, evidence and human-interest information.
  • Support knowledge transfer and institutional memory through well-organised document repositories and programme records.
  • Strengthen the reporting, synthesis and document-management capacities of national personnel and counterparts.

4) Analysis and strategic communication

  • Analyse complex programme, operational and financial information.
  • Translate technical and programme information into clear, concise and audience-appropriate products.
  • Prepare materials for senior management, national counterparts, donors and other stakeholders.
  • Support visibility, learning and resource-mobilisation efforts through high-quality evidence and communications products.

5) Capacity development and coordination

  • Provide technical guidance and mentoring to programme personnel and national counterparts.
  • Build capacity in drafting, reporting, information synthesis, results tracking and document management.
  • Coordinate planning cycles and support effective information exchange across programme teams and partners.
  • Handle sensitive and confidential information with appropriate discretion and maintain accurate programme records.

Requirements

  • Education: Bachelor’s degree in International Relations, Development Studies, Public Administration, Political Science, Communications, Programme Management or a related field.
  • Experience: Minimum 7 years of progressively responsible experience in programme support, reporting, proposal development, programme management, donor relations or a related field.
  • Languages: Japanese – Fluent (required); English – Fluent (required).
  • Eligibility: Candidate must be a national of a country other than Ukraine.

Essential skills

  • Strong experience drafting and quality-assuring complex reports, proposals, concept notes, briefing materials and official correspondence.
  • Excellent analytical, editing and information-synthesis skills.
  • Experience coordinating inputs from multiple teams and stakeholders.
  • Experience maintaining workplans, results frameworks, action trackers, risk registers and reporting calendars.
  • Strong understanding of programme monitoring and results-based management.
  • Advanced proficiency in Microsoft Office and collaborative document-management tools.
  • Ability to analyse complex programme and operational information and convert it into clear products for different audiences.
  • Strong organisational skills, judgement and ability to work independently.
  • Excellent written communication and attention to detail.

Desirable skills

  • Experience supporting donor-funded humanitarian, recovery, governance or mine action programmes.
  • Experience coordinating inputs across field and headquarters teams.
  • Knowledge of results-based management, gender-responsive reporting and knowledge management.
  • Experience working with national authorities, UN entities or international partners.
  • Previous United Nations experience is an asset but not a requirement.
  • Interest in mine action, national capacity development and institutional strengthening.

Allowances

  • Volunteer Living Allowance: USD 4,522 per month, including the applicable danger and hardship differential.
  • Entry lump sum: USD 3,500 as a one-time payment.
  • Exit lump sum: USD 225 for each month served, paid upon completion of the assignment.
  • Relocation costs: Lump sum provided based on the travel route to the duty station.
  • Home visit: May apply depending on duty station and length of service.
  • Family allowance: USD 250 per month for one eligible dependant or USD 450 per month for two or more eligible dependants.

Medical and life insurance

  • Medical insurance: UNV-provided medical insurance coverage from the Commencement of Service.
  • Life insurance: Coverage for the full duration of the assignment.

Leave entitlements

  • Annual leave: 2.5 days per completed month of assignment.
  • Certified sick leave: Up to 30 days per 12-month cycle.
  • Uncertified sick leave: 7 working days per calendar year.
