Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) has reinforced its presence in Ukraine by signing an agreement with the Government to set up a Project Office that will facilitate and expand the provision of technical and humanitarian assistance to the country’s most vulnerable communities, especially in rural areas.

Ukraine joined FAO in 2003 and since 2015 the Organization has been operating in two strategic directions: emergency humanitarian response in conflict-affected oblasts and agricultural development across the whole country. Following the outbreak of the war in Ukraine in February 2022, FAO has scaled up its activities in the country to support agricultural production and food systems with the aim of protecting the food security of vulnerable households and communities across Ukraine.

This role is full-time, based in office at Kharkiv.

Reporting Lines

Under the overall supervision of the Head of Ukraine and Programme Coordinator for Mine Action, the direct supervision of the Head of the Field Office in Kharkiv, and in close coordination with the Mine Action and Land Rehabilitation team of FAO.

Technical Focus

Responsibilities

The Facilitator will be responsible for ensuring accurate beneficiary data collection, verification[AG1.1], and distribution coordination in Mykolaiv, Kharkiv, and Kherson regions. The incumbent will work closely with local authorities, service providers, community leaders, and FAO teams and will perform the following tasks:

The Facilitator will support the implementation of the programme Phase 3: Assistance to Rural Households affected by Remnants of war and Phase 1: Prioritization of focal areas to identify households in need of assistance. The Facilitator will identify rural communities that have been affected by the war and assess the level of damage to their agricultural home production in coordination with the hromadas of the oblasts of Kharkiv, Mykolaiv and Kherson.

Tasks And Responsibilities

The incumbent will carry out the following tasks:

  • Data collection and beneficiary verification
  • In coordination with the cash and voucher team and with the MEAL unit, participate in the preparation of KOBO Registration Form for the FAO beneficiary’s data collection.
  • Identify local authorities’ focal points in hromadas where settlements are prioritized for the FAO project implementation, in Kharkiv oblast
  • Train local authorities’ focal points in cooperation with the MEAL team, provide training on how to use KOBO for beneficiary registration.
  • Conduct jointly with the hromadas, household identification with the local authorities across Kharkiv oblast in prioritized settlements based on the criteria established by the Mine Action Programme.
  • Oversee and support local authorities’ focal points in the field to ensure accurate and timely beneficiary registration.
  • With the MEAL team, verify and maintain accurate beneficiary records in Kobo for Kharkiv oblast, ensuring all data is complete, consistent, and properly documented for cash and voucher transfers.
  • Stakeholder engagement
  • In Kharkiv, organize and participate in prioritized settlements priority meetings to inform beneficiaries about selection criteria, entitlements, distribution schedules, and collection points.
  • Coordinate, maintain regular liaison with, and follow up on activities implemented by LoA partners operating in Kharkiv region.
  • Coordination and distribution management
  • Oversee distribution events in Kharkiv region, ensuring fairness, transparency, and compliance with FAO protocols.
  • Monitoring and Reporting
  • Conduct post-distribution monitoring in selected households to assess the effectiveness of assistance.
  • Document and promptly report any irregularities, challenges, or discrepancies encountered during the distribution or data verification process.
  • Provide concise, routine updates to supervisors and other relevant FAO staff, highlighting areas needing additional support or resources.
  • Accountability
  • Diffuse in priority hromadas, FAO’s Accountability to Affected Population (AAP) principles, ensuring beneficiaries understand their rights and the mechanisms for submitting feedback or complaints.
  • Implement Protection from Sexual Exploitation and Abuse (PSEA) standards and Feedback and Complaint Response Mechanisms (FCRM) in each prioritized hromada
  • Immediately report any ethical concerns or policy violations to the appropriate FAO focal point.
  • Carry out additional related tasks as requested.
  • Administrative and logistics
  • Monitor and maintain relevant information and databases on training, workshops, missions and seminars in Kharkiv region.
  • Support with creation of Travel Authorization requests for FAO local missions in Kharkiv region.
  • Coordinate and follow up on a broad range of administrative and logistical arrangements required for the timely implementation of project activities in Kharkiv region, including the organization of trainings and workshops, FAO missions, briefing schedules, and other related activities.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • University degree in Social Sciences, Law, Economics, or any other relevant field to the organization’s work.
  • At least 1 year of relevant experience in partnerships and facilitating and training activities in the area.
  • Working knowledge of Russian and Ukrainian (level C) and limited knowledge of English (level B)
  • National of Ukraine.

Technical/Functional Skills

  • Thorough knowledge of up-to-date interactive facilitation techniques, methods and tools and ability to apply in practice will be an asset.
  • Experience with KOBO Toolbox (or Kobo Collect) or similar software for data collection will be an asset.
  • Excellent interpersonal and communication skills, experience working with diverse and multicultural groups.
  • Knowledge of the international peace and/or human rights sector will be an asset.
  • Prior experience with UN agencies or other similar international organizations is desirable.
