Mission and objectives
UNICEF works to protect the rights and well-being of children and families through humanitarian response, recovery and systems-strengthening interventions.
In Ukraine, UNICEF is implementing its 2025–2029 Country Programme while continuing to respond to humanitarian needs and support recovery and resilience. Reliable, comparable and timely programme monitoring data is essential for effective programme management, accountability and evidence-based decision-making.
Context
UNICEF Ukraine is developing an integrated Monitoring System and data ecosystem to strengthen the collection, management, quality and use of programme monitoring data across the Country Office, Field Offices, Programme Sections and implementing partners.
ActivityInfo is being established as a central repository for partner reporting and related monitoring data, supported by standardised Excel-based tools for data preparation and bulk import. The system will also integrate with Power BI, using reusable dataflows and semantic models to enable consistent analysis and reduce repeated manual data transformation.
The Information Management Officer will play a hands-on role in implementing and stabilising this system over the 12-month assignment. The position will focus on data migration, ActivityInfo configuration, Excel reporting tools, Power BI development, system documentation and knowledge transfer to UNICEF staff.
Key responsibilities
1) ActivityInfo implementation and data migration
- Complete migration and import of priority historical and current partner reporting and reference data into ActivityInfo.
- Map fields, transform datasets, validate and reconcile records, and document migration results.
- Configure and optimise forms, reference tables, metadata and validation rules.
- Establish update procedures and data-quality checks required for routine operational use.
- Support the transition of ActivityInfo from implementation stage into a stable monitoring platform.
2) Excel reporting and data-processing tools
- Stabilise and optimise standardised Partner and M&E Excel templates used for data preparation and ActivityInfo imports.
- Develop and maintain Power Query (M) transformations, validation rules, lookup tables and automated quality checks.
- Ensure Excel tools remain aligned with ActivityInfo database structures.
- Document procedures for maintaining and updating reporting tools.
3) Data integration and Power BI
- Establish and optimise dataflows, connections and integration processes between ActivityInfo and other approved UNICEF data sources.
- Develop and maintain semantic models, data relationships and DAX calculations.
- Establish reliable data refresh processes.
- Support development and operationalisation of the core Monitoring System Power BI dashboard.
- Develop priority analytical views to support programme monitoring and decision-making.
4) Documentation and system handover
- Prepare and maintain technical documentation, including data dictionaries, SOPs, change logs and troubleshooting guidance.
- Document update, refresh, administration and data-quality procedures.
- Transfer technical knowledge to designated UNICEF staff.
- Support practical user adoption and transition of the system into routine business-as-usual operations.
- Ensure the Monitoring System is operational, documented and maintainable by UNICEF staff by the end of the assignment.
Requirements
- Education: Master’s degree in Information Management, Data Science, Data Analytics, Computer Science, Information Systems, Management Information Systems, Information Technology, Statistics, Data Engineering, Database Management, Monitoring and Evaluation, Quantitative Methods or a related field.
- Experience: Minimum 3 years of relevant hands-on professional experience in information management, data management, business intelligence, reporting systems, database support or related areas.
- Languages: Ukrainian – Fluent; English – Fluent.
- Eligibility: Candidate must be a Ukrainian national, legal resident or hold refugee status in Ukraine.
Essential skills
- Hands-on experience implementing, configuring or substantially improving operational data-management or business-intelligence systems.
- Experience moving technical solutions from development or prototype stage into routine operational use.
- Strong experience with data migration, field mapping, transformation, cleaning, deduplication, reconciliation and validation of large or complex datasets.
- Strong analytical, organisational and problem-solving skills.
- Ability to troubleshoot technical issues, prioritise deliverables and work independently within fixed implementation timelines.
- Experience preparing technical documentation and transferring knowledge to non-technical users.
Technical skills
- ActivityInfo or a comparable web-based data-management platform, including forms, reference data, validation rules and bulk import. Direct ActivityInfo experience is highly desirable.
- Advanced Microsoft Excel, including Power Query (M), structured tables, advanced formulas, validation, lookup/reference data and PivotTables.
- Power BI, including Power Query, data modelling, DAX, dashboard development, Power BI Service, dataflows, semantic models and refresh processes.
- Experience with data integration using APIs, relational databases and structured files.
Desirable skills
- Microsoft Power Platform experience, including Dataverse, Dataflows, Power Apps or Power Automate.
- Knowledge of SQL, REST/OData and related data connectors.
- Experience with Python, R or VBA for data processing and automation.
- Previous experience with UNICEF, the UN system or humanitarian/development programme monitoring.
- Experience supporting system handover and transition to business-as-usual technical support.
Allowances
- Volunteer Living Allowance: USD 1,869 per month, paid in UAH equivalent and including the applicable Well-Being Differential.
- Entry lump sum: USD 350 as a one-time payment.
Medical and life insurance
- Medical insurance: UNV-provided coverage for the UN Volunteer and eligible dependants, where applicable, for the duration of the assignment.
- Life insurance: Coverage for the full duration of the assignment.
Leave entitlements
- Annual leave: 2.5 days per completed month of assignment.
- Learning leave: Up to 10 working days per 12 months, subject to approval.
- Certified sick leave: Up to 30 days per 12-month cycle.
- Uncertified sick leave: 7 working days per calendar year.
