Data Monitoring, Evaluation Specialist

Position Summary
The DME Specialist leads monitoring, evaluation, research, and data analysis activities for the INL EUM program in Ukraine, and supports similar activities for other CRDF programs as needed. The Specialist designs and implements surveys and other data collection methodologies, develops indicators and measurement approaches, oversees data quality and field data collection, analyzes program data and trends, and prepares clear, donor-ready reports and data visualizations.
The DME Specialist supports program teams and management in generating reliable evidence on program performance, outcomes, compliance, and impact, and adapts DME approaches to the requirements of individual programs and donors, including U.S. Government-funded programs.
KEY RESPONSIBILITIES
- Lead the development and implementation of monitoring and evaluation frameworks, including indicators, targets, and measurement approaches, against which program results are demonstrated.
- Design and implement surveys, evaluations, sampling methodologies, indicators, and digital data collection tools using platforms such as KoboToolbox, SurveyCTO, or ODK.
- Develop and apply appropriate monitoring, evaluation, data collection, and verification methodologies, including on-site, virtual, and secondary data collection approaches.
- Oversee field data collection and quality control team to ensure quality processes are implemented, providing technical guidance on data validation, integrity, and analytical standards.
- Analyze program data to identify trends, patterns, compliance issues, lessons learned, and opportunities for improvement, and translate findings into actionable recommendations, analytical reports, dashboards, data visualizations, and other reporting products for donors, funders, and management.
- Provide DME support to equipment- and asset-focused programs, including assessing the utilization, accountability, and impact of U.S. Government-provided equipment and other program assets, where applicable.
- Provide technical guidance to program staff and ensure activities and data management comply with applicable quality control mechanisms as well as donor, contractual, information security, and data protection requirements.
- For programs requiring U.S. Government and/or INL support, contribute to applicable reporting, end-use monitoring, property accountability, and other program-specific DME requirements.
- Perform other duties as assigned.
REQUIRED QUALIFICATIONS
- Bachelor’s degree in evaluation, statistics, social science, international development, or a related field, or equivalent relevant professional experience.
- Minimum of five years of professional experience in design, monitoring and evaluation, including at least two years designing and implementing M&E programs.
- Fluency in Ukrainian written and verbal and English.
- Demonstrated professional experience in design, monitoring and evaluation, including statistically valid sampling methodology, survey instrument design, and digital data collection using platforms such as KoboToolbox, SurveyCTO, or ODK.
- Demonstrated experience producing analytical reports and data visualizations for donor or funder audiences.
- Technical proficiency in conducting monitoring and evaluation activities.
- Ability to obtain INL Kyiv approval as Key Personnel prior to job offer.
- Ability to satisfy background check requirements.
- Physical and medical fitness for field travel under operational conditions in Ukraine.
PREFERRED QUALIFICATIONS
- Master's degree in evaluation, statistics, social science, international development, or a related field.
- Seven or more years of design, monitoring and evaluation experience on donor-funded programs.
- Prior experience with U.S. Government funded programs and familiarity with end-use monitoring or property accountability frameworks.
- Experience conducting evaluation work in conflict-affected or post-conflict operating environments.
- Proficiency in statistical analysis software and in Power BI or comparable visualization tooling.
- Familiarity with the Ministry of the Interior, including the National Police of Ukraine, the State Border Guard Service, or the National Guard of Ukraine.
