Cash Technical Lead

The Cash Technical Lead provides expert leadership for ERC’s cash-based emergency response in Ukraine, with a focus on MPCA/UCT and Winter Energy programmes. The role develops technical guidance, strengthens programme quality, supports assessments, proposals and budgets, and builds the capacity of field teams. Working closely with colleagues, partners, donors and technical forums, the post-holder helps deliver accountable, context-appropriate and impactful cash assistance while strengthening ERC’s influence in the humanitarian cash sector.
Responsibilities
- Provide technical leadership for ERC’s cash-based emergency response programming in Ukraine.
- Ensure programmes align with ERC strategy, global standards, donor requirements and learning from other contexts.
- Support the design of needs-based, market-informed cash interventions across Emergency Response, Economic Recovery and Protection programmes.
- Develop and regularly update technical guidance, SOPs, tools and training materials.
- Work with field and MEAL teams to address technical challenges, strengthen monitoring and use data for programme improvement.
- Identify capacity gaps, deliver training and promote knowledge-sharing among ERC staff and partners.
- Represent ERC in cash coordination bodies, technical forums and the Collaborative Cash Delivery Network in Ukraine.
- Build strong relationships with implementing partners, local stakeholders, donors and other humanitarian actors.
- Contribute technical input to proposals, budgets, concept notes, donor reports and presentations.
- Promote innovation, digital tools and adaptive approaches that respond to emerging needs and organisational priorities.
Qualifications
- Bachelor’s degree in a relevant field, or equivalent professional experience
- At least 4 years of substantive experience in cash and voucher assistance, including programme design, implementation and monitoring
- Minimum 5 years of professional experience in humanitarian/development organisations, preferably including experience with international NGOs
- Demonstrated technical knowledge of cash programming standards, tools and coordination mechanisms.
- Experience working with international donors and multilateral organisations.
- Strong interpersonal skills: must be able to work collaboratively, have strategic thinking, manage professional relationships, provide and receive feedback constructively, be solution-oriented, meet and communicate deadlines effectively.
- Excellent command of both Ukrainian and English, with strong oral and written communication skills in both languages.
- Ability to professionally represent the organization at different cash related structures and contribute to developing different papers required by CWG and or CCD or relevant
- Ability to deal with stressful situations and environments.
- Ability to create and maintain a productive and safe working environment in line with ERC Code of Conduct and Internal Regulations.
