This project focuses on enhancing the resilience, reliability, affordability, and security of the electricity, natural gas, and district heating sectors. The scope of work includes addressing immediate challenges and physical damage to energy infrastructure, as well as preparing for Ukraine’s post-war reconstruction and long-term energy security.
Position Summary
Tetra Tech seeks a Legal and Regulatory Lead to oversee and guide the Legal and Regulatory team in advancing market-oriented energy reforms, strengthening sector governance, enabling private investment, and supporting Ukraine’s integration with regional energy markets. This position will provide strategic leadership and practical support across the program, with particular emphasis on legal and regulatory reforms that improve investor readiness, facilitate private participation, and create opportunities for U.S. businesses, technologies, and investment. The Lead will manage the team, coordinate across program components, and ensure timely delivery of high-quality legal and regulatory outputs. This position will report to the Specialized Advisory Services Director and collaborate with the Financial and Economic Analysis team. Interested candidates must be based in and eligible to work in Ukraine. This is a full-time position for the duration of the program (until April 2029), and hiring is contingent upon client approval.

Essential Job Functions
- Provide strategic direction and leadership to the Legal and Regulatory team, ensuring alignment with the program’s strategic logical framework, annual work plans, goals, and deliverables
- Lead the development and implementation of legal and regulatory strategies that advance competitive energy markets, sector resilience, private investment, and Ukraine’s international commitments
- Lead, mentor, and manage a team of experts, fostering a collaborative and high-performing environment where team members produce timely and high-quality outputs (including legal and regulatory analyses, legislative drafts, implementation roadmaps, stakeholder consultations, and decision-ready recommendations)
- Manage resource allocation within the team, ensuring efficient use of internal and external expertise (e.g., outside attorneys and subcontractors)
- Oversee analyses of Ukrainian legislation and regulatory practice to identify legal, institutional, and commercial barriers and propose practical, investment-enabling reforms
- Supervise the drafting and review of primary and secondary legislation, regulatory instruments, procedures, agreements, and other legal documents prepared by the team
- Advocate for the alignment of Ukraine’s energy laws with applicable regional rules and obligations and with market-based principles to facilitate integration, competition, and investment
- Lead efforts to facilitate Ukraine’s electricity market coupling with regional markets, including day-ahead and intra-day market integration
- Support the preparation and implementation of roadmaps and action plans for market reform, including gradual market liberalization, public service obligation reform, vulnerable consumer protection, balancing and ancillary services, and other priority reforms
- Provide legal and regulatory guidance to Ukrainian institutions to strengthen transparent, independent, and predictable regulation and support implementation of applicable national and international requirements
- Manage legal and regulatory frameworks for capacity generation, distributed generation, storage, demand response, and other technologies, including relevant certification, market access, and trade mechanisms
- Coordinate cross-cutting legal and regulatory issues across electricity, gas, district heating, infrastructure recovery, and private-sector participation activities
- Serve as the primary liaison for the Legal and Regulatory Team with Ukrainian authorities, including the Verkhovna Rada, Cabinet of Ministers, Ministry of Energy, NEURC, and other relevant bodies; and energy market participants, including Ukrenergo, GTSOU, Market Operator, Naftogaz, and private companies
- Provide legal and regulatory input to support investment facilitation and project preparation, including reviewing auction frameworks, commercial agreements, payment-security arrangements, public-private participation structures, and other measures affecting project bankability
- Oversee consultations and workshops with stakeholders to support legislative and regulatory advancements
- Represent the program in high-level meetings, public forums, and consultations, clearly communicating program objectives and recommendations
- Lead the design and delivery of capacity-building activities, such as training sessions and workshops, to strengthen stakeholder understanding of energy laws and regulations
- Promote knowledge sharing and cross-sectoral collaboration within the team and with technical counterparts
- Ensure compliance with program reporting and administrative requirements
- Monitor progress on team deliverables and maintain accountability for program timelines and goals
Required Qualifications
- Bachelor’s degree in law, energy law, or other relevant field
- Minimum of seven years of experience in legislative drafting, energy market reform, and regulatory analysis, with a track record of significant contributions to market liberalization and regional alignment
- Proven leadership in managing complex legislative initiatives
- Demonstrated expertise in drafting and negotiating legislation on electricity, renewable energy, and gas market reforms
- Extensive experience working with high-level stakeholders, including the Verkhovna Rada, Government of Ukraine, and international partners
- Proven ability to build consensus and facilitate discussions among diverse stakeholders, ensuring alignment on critical legislative priorities
- Exceptional negotiation and coordination abilities to communicate complex regulatory concepts effectively
- Strong proficiency in Microsoft Office programs (Word, Outlook, Excel, PowerPoint, etc.)
- Fluency in Ukrainian and full proficiency in English
- Master’s degree in law, energy law, or other relevant field
- Experience on projects funded by the U.S. Government or other donors
- Familiarity with U.S. Government priorities, compliance requirements, and private-sector engagement
- Frequently remain in a stationary position sitting or standing at a desk
- Occasionally move inside the office to access file cabinets, office machinery, etc.
- Constantly operate office equipment, such as computer, copy machine, scanner, or printer
- Constantly communicate information and ideas so others will understand
- Constantly observe details at close range
- Employment type: This is a full-time, fixed-term position
- Work schedule: Monday – Friday, standard core business hours (9:00 AM – 6:00 PM local time); some flexibility required but must occasionally overlap with United States Eastern Time business hours
- Work location: This position is required to be in the office for at least 60% of the weekly working time (all arrangements subject to review and may change at the company’s discretion)
- Travel requirements: occasional travels within Ukraine and abroad
- Line management responsibility: 3 staff members
