The Technical Advisor for Supply Chain Management supports the Supply Chain team's operations under the direct supervision of the Principal Technical Advisor for Procurement and Supply Chain Management (PTA PSM), with a focus on strengthening the procurement, storage, inventory management, distribution, and monitoring of priority health commodities. The position will provide technical and operational support to ensure effective management and availability of HIV rapid test kits and other HIV/TB commodities, including coordination of in-country warehousing and distribution, stock monitoring across funding sources, and identification of supply chain gaps and risks.

The Technical Advisor will also support capacity strengthening of national, regional, and sub-regional stakeholders in inventory management, forecasting, and supply chain risk management, as well as contribute to strengthening storage and cold-chain capacity for priority commodities. In addition, the position will support emergency preparedness and resilient supply chain arrangements, including contingency and strategic reserve planning for HIV/TB and other priority commodities, to maintain continuity of essential health services during supply disruptions and other emergencies.

The Technical Advisor will work closely with the Ministry of Health (MOH), the Center for Public Health (CPH) and its regional branches, regional Health Departments, the State Enterprise “Medical Procurement of Ukraine” (MPU), healthcare facilities, NGOs and other relevant stakeholders, providing technical assistance and coordination to strengthen sustainable and resilient supply chain systems in Ukraine.

Main Job Responsibilities

  • Support the procurement, in-country storage, and distribution of HIV rapid test kits to eligible non-governmental organizations and community-based service providers, ensuring timely delivery and continuity of HIV testing.
  • Support CPH-led coordination and monitoring of HIV rapid test kit stocks and distribution across different funding sources to strengthen visibility, planning, and allocation of available commodities.
  • Monitor commodity availability, identify supply chain gaps and risks, and provide recommendations to improve inventory management, distribution, and overall supply chain performance.
  • Provide technical assistance to national, regional, and sub-regional stakeholders on inventory management, forecasting, and supply chain risk management for HIV/TB medicines and supplies.
  • Support the development and delivery of capacity-building activities, including training materials and sessions for regional stakeholders on inventory management, forecasting, and risk management.
  • Provide technical support for the strengthening of storage and cold-chain capacity for priority health commodities at national, regional, and healthcare facility levels.
  • Support the planning, procurement, and deployment of essential storage and cold-chain equipment based on identified supply chain and infrastructure needs.
  • Support emergency preparedness, contingency planning, and stakeholder coordination to ensure uninterrupted access to HIV/TB and other priority commodities through effective continuity-of-supply mechanisms during emergencies and disruptions.
  • Update and support implementation of the project's implementation plan as it relates to the supply chain function.
  • Draft technical reports, lessons learned, case studies, or other documents in the area of supply chain management.
  • Support the project team with inputs for ad hoc requests and indicator reports in his/her technical area.
  • Other activities as requested by the direct supervisor.

Qualifications

REQUIRED EDUCATION

Required: Bachelor's degree in supply chain, pharmacy, public health, medicine, or other related fields.

Preferred: Advanced degree in pharmaceutical management, medicines, supply chain, public health, or related field.

REQUIRED EXPERIENCE

  • At least four (4) years of progressively responsible experience in supply chain, public health, or related field.

Preferred

  • At least six (6) years progressively responsible experience in pharmaceutical management and/or public health.
  • Experience in pharmaceutical management with an emphasis on supply chain warehousing, logistics and/or forecasting preferred.
  • Experience working in Ukraine with MOH, the Center for Public Health (including regional branches), regional Health Departments, Medical Procurement of Ukraine, civil society and industry.
  • Experience working with USG-funded programs is desirable.

Knowledge And Skills

  • Knowledge in pharmaceutical supply chain areas, preferably in warehousing, logistics, and quantification.
  • Knowledge of international commodity procurement systems and procedures.
  • Previous experience in developing training materials and the delivery of training sessions.
  • Excellent written and oral communications skills.
  • Fluency in spoken and written Ukrainian, knowledge of English — upper-intermediate (B2).
  • Professional MS Office Suite user, including Word, Excel, PowerPoint; knowledge of appropriate methods for data analysis and reporting.
