TERMS OF REFERENCE

The Disability Inclusion Consultant supports the integration of disability inclusion across the Government of Ukraine’s social protection reforms led by the Ministry of Social Policy, Family.

Education

Minimum requirements:

Bachelor's degree (or higher) in Social Policy, Public Health, Social Protection, Disability Studies, International Development (with a focus on disability inclusion), or a related field.

Work Experience

Minimum 8 years of progressively responsible experience in policy advisory and/or programme design related to disability inclusion and/or social protection, with a strong track record of system reform at national level.

Knowledge/Expertise/Skills

• Strong results in partnership building with government, OPDs, development partners and civil society; experience with evidence generation, indicators and inclusive M&E.
• Strong track record of system reform at national level.
  
  

Language Requirements

• Fluency in English required. Ukrainian highly desirable;
• knowledge of another official UN language is an asset.
  
  

Desirables

• Experience in humanitarian/fragile or recovery contexts is an asset.
• Proven experience adapting international best practices to national contexts and facilitating knowledge transfer between global/regional and country counterparts.
• Demonstrated in-depth knowledge of Ukraine’s disability inclusion landscape, including legal/policy frameworks, institutions, and active networks of OPDs and civil society.
• Strong interpersonal skills, including effective engagement with OPDs and persons with disabilities.
